Oregon Association of Nurseries (OAN) The Oregon Association of Nurseries (OAN) is a non-profit trade association that represents more than 1,600 individual nursery stock producers, retailers, landscapers and related companies serving the nursery and greenhouse industry. The OAN is the main voice for Oregon’s nursery and greenhouse producers, re-sellers, transporters, retailers and suppliers.

Oregon Water Resources Congress The Oregon Water Resources Congress (OWRC) was founded in 1912 to protect water rights and encourage conservation and water management statewide.  The mission of the Oregon Water Resources Congress is to promote the protection and use of water rights and the wise stewardship of water resources.
American Agricultural Law Association The American Agricultural Law Association (AALA) focuses on the legal needs of the agricultural community. It offers an independent forum to investigate solutions to complex agricultural law problems.
American Waterworks Association The American Water Works Association (AWWA) is an international non-profit scientific and educational society dedicated to the improvement of water quality and supply.  Founded in 1881, AWWA is the largest organization of water supply professionals in the world. Its more than 57,000 members represent the full spectrum of the water community: treatment plant operators and managers, scientists, environmentalists, manufacturers, academicians, regulators, and others who hold genuine interest in water supply and public health. Membership includes more than 4,700 utilities that supply water to roughly 180 million people in North America.

Water Environment Federation Founded in 1928, the Water Environment Federation is a not-for-profit technical and educational organization with members from varied disciplines who work toward the WEF vision of preservation and enhancement of the global water environment. National Drinking Water Clearinghouse The National Drinking Water Clearinghouse (NDWC) is a non-profit organization funded through the United States Department of Agriculture’s Rural Utility Service. Their mission is to help small towns and rural areas have the best drinking water possible, and they have information available to help your community achieve that goal.
National Rural Water Association The National Rural Water Association is a non-profit federation of State Rural Water Associations. Its mission is to provide support services to its State Associations with support services to meet the needs of their membership.
Oregon Association of Water Utilities (OAWU) Oregon Association of Water Utilities (OAWU) is a non-profit, independent association of water and wastewater utilities. OAWU was formed in 1978 to represent water utilities’ interests in the state legislature and became a state affiliate of the National Rural Water Association. NRWA is one of America’s largest and strongest voices for rural and small systems, representing over 24,500 water and wastewater systems nationally.

Cornell Law School State and federal statutes and cases are accessible through this website.  In addition, general news and the like are discussed on the main page.
Findlaw Find opinions, statutes, and administrative code on this site.  In addition, this site provides an attorney referral service as well as an attorney career center.
Oregon Association of Administrative Law Judges This site contains a list of Oregon legal resources, including the ORS, the OARs and Oregon case law.

Case Law

Findlaw Findlaw provides online cases as well as links to the federal district courts where recent opinions can often be found.  Federal Court of Appeal decisions issued in the last ten or eleven year are also available on the site.  State Court decisions are also available.  For example, Court of Appeal decisions issued after 1998 can be found.

8.   Water Rights and Mapping

Oregon Water Resources At the initial stages of a water dispute or issue, the water professional will likely need to determine the type of water right at issue.  The Water Resources Department website provides numerous interactive tools to the public in order to research water rights, create maps, or obtain general information.  A first step will be to access the Department’s water rights information system.  This database can be used to determine all water rights within a geographical location, within a basin, or belonging to a particular person or company.  Once a water use or right is found, electronic copies of the underlying permit, decree or certificate may be downloaded and printed.
Water Rights Information System The Water Rights Information System on the OWRD Website provides the user with the ability to research water certificates, permits, and transfers.
Mapping Where the water is used is critical to most water rights inquiries, disputes, or other issues.  The ability to map out where water is used is therefore a necessity.  A water rights map will assist the attorney in identifying potential protestants and conflicts of interest.  The water professional in Oregon often utilizes two main resources at the initial stages of serving a client.
The Oregon Map This site allows the user to browse and print Oregon maps displaying tax assessment lots.  Maps are displayed by township, range, and section.  Plat partitions are also included.
OWRD- Maps The Water Resources Department has provided an interactive mapping service that displays water rights.  A large number of options provide flexibility to the user to sort and create maps according to their desired result.  Maps can be created by basin, township, stream, permit number, or certificate number.
Google Earth What may be one of the most cost efficient tools available on the web for free.  Google Earth provides satellite imagery of the entire world.  This resource can save time traveling to make site visits.  Images can show water ways, ditches, ponds and other structures at issue.  Google Earth should be on every water professional’s computer.
Geography.about.com This web site holds a collection of links to web-based geographical resources as well as general information.  The site caters predominantly to international inquiries.  Of interest is the re-print of the CIA Fact Book where the user can gain information on any country in the world.

Bureau of Reclamation Water Page In water, when the Bureau takes action, it’s usually newsworthy.  On this page, when a user chooses a BOR region, she will be directed to a welcome page containing current BOR news for that area.
The Water Report The Water Report is a monthly digest that addresses water rights, water quality, and water use under the prior appropriation doctrine of the western states.   Receiving the report requires a subscription.  However, archived issues are available online.  The Water Report is based out of Eugene, OR.
